Commission weighs Civic Park permitting costs amid stormwater coordination and Village Hall expansion options

The commission debated a pulled consent item (11G) that would authorize permitting subsurface studies and additional permitting work for Civic Park. The village has already spent planning funds on the park; staff explained that Miami-Dade Durham requested additional seagrass and underwater studies, and EAC (prime consultant) needs funds to engage subconsultants for permitting.
"This 35K is to pay the subs who are the permit experts because additional studies of the seagrass and other underwater conditions have been requested by Miami Dade Durham," the mayor said. Commissioners voiced concern about expending more design/permitting dollars without construction funding, and the village manager noted a lack of coordination: a planned stormwater pump station phase will require excavations that affect park buildability unless sequenced correctly.
Commissioners asked the manager to evaluate alternatives to taking park land for an annex: options include adding a shell or structural provisions for an extra floor to the new Village Hall, redesigning rooftop use, or leasing off-site space for staff. The manager said he would ask the architect for a cost/time feasibility study for a possible additional floor and shell and to coordinate stormwater timing to avoid rework.
