Milbank City Council approves industrial park contract, water-meter project and hold-harmless for Legion Field

The Milbank City Council met in special session at 12:00 p.m. on May 16, 2025, at the Milbank Visitor Center. Mayor Pat Raffety and council members Roger Briggs, Josh Karels, Craig Weinberg and John Weyh were recorded as present; staff in attendance included Steve Pendergrass and Finance Officer Cynthia Schumacher. Pat Carey of Banner Associates presented seven sealed bids for the Milbank Industrial Park Expansion Project and certified their accuracy.
The council approved three motions during the session: awarding the Milbank Industrial Park Expansion contract to LL & Sons Excavating of Hazel, S.D., in the amount of $2,638,459.56 (contingent on approval from the EDA funding agency); awarding the Water Meter Replacement, 2025 Project to Ferguson Enterprises LLC for $249,816.00; and signing a hold-harmless agreement with Dakota Granite relating to the installation of granite pillars at Legion Field. Each recorded motion carried, 4-0.
The council set its next regular meeting for June 9, 2025. The minutes were signed by Mayor Pat Raffety and Finance Officer Cynthia Schumacher and published on May 28, 2025.
"A motion was made and seconded to accept the bid submitted by LL & Sons Excavating from Hazel, SD, in the amount of $2,638,459.56. The award of the contract is to be contingent upon the EDA funding agency's approval," the minutes state.
