Westfir staff report wastewater planning kickoff and remaining ARPA funds

City Recorder Nicole Tritten reported a Wastewater Facilities Plan kickoff with DEQ and Civil West Engineering and said the City has about $9,200 in unspent ARPA funds to obligate by Dec. 31, 2024, with water meters or tank cleaning among proposed uses.
City Recorder Nicole Tritten told the council the Wastewater Facilities Plan (WWFP) project held a virtual kickoff on Nov. 13 with DEQ and Civil West Engineering (CWE) to identify plan components needed to make Westfir eligible for project funding. She said the City will work with CWE and state partners on plan elements necessary for grants and loans.
Nicole also reported that GSI Water Solutions submitted a Water Conservation and Management Plan to the Oregon Water Resources Department on Nov. 26 for a 30‑day review, and that a follow-up infrastructure meeting with USDA, Business Oregon and DEQ clarified that an income survey was not required for Community Development Block Grant or Community Facilities funding. Nicole reminded the Council the City had until Dec. 31, 2024, to spend or obligate approximately $9,200 in unused ARPA funds; suggested uses included purchasing water meters or contracting to have the water tank cleaned and inspected. The Council did not authorize spending at the Dec. 2 meeting and tabled specific implementation until the new City Council considers the WWFP recommendations.
