Adam Kennedy presented the council with a field update on stormwater accumulation in the First and Second Street neighborhood and described steps he’s taken to identify and temporarily mitigate the problem. Kennedy said he cleared vegetation from the drainage easement, hired Baxter Plumbing to hydro-jet the drainage pipe (which daylighted about 25 feet from the creek), and probed the storm vault and found it to be closed‑bottom. He told the Council he documented widespread standing water after the last storm and that much water appeared to come from the County-owned Westoak Road; he said he filed a County service request.
Kennedy said he tested an above-ground sump pump discharge system from a low-lying spot to the storm vault and found it effective. He said his preferred long-term solution is a green-street design and that one contractor quoted $10,000–$20,000 for a design. Kennedy asked whether the City could provide fill, haul, or contribute one-tenth of maintenance costs per a plat dedication; Mayor Williams and City Operator Bobby Archer said the City could accept fill but lacked capacity to dig and that the County likely must address drainage from the County road. Councilor Edward Johnstone confirmed the Council’s view that County responsibility was likely.
