Westfir planning commission recommends approval of housing-code amendments and housing needs analysis

The Planning Commission voted 4–0 to recommend approval of PAPA 24-01 (text amendments to the Westfir Land Development Code) and PAPA 24-02 (adoption of the Westfir Housing Needs Analysis), after staff from Lane Council of Governments recommended forwarding both items to the City Council.
The Westfir Planning Commission voted 4–0 on Dec. 2 to recommend that the City Council approve two applications that would change the city’s land-use code and incorporate a housing needs analysis into the Comprehensive Plan. Commission Chair D’Lynn Williams made the motion; Commissioner Kelly Packard seconded.
Planner Henry Hearley of the Lane Council of Governments presented the staff report and recommended the Commission forward Case No. PAPA 24-01 and Case No. PAPA 24-02 to the City Council for final action. PAPA 24-01 proposes multiple text amendments to the Westfir Land Development Code, including creation of a Public Facilities zone; allowing Manufactured Home Parks in High-Density Residential (R‑3) and Community Residential (CR) zones; removing language that limited the number of dogs in the CR zone; removing commercial pet kennels as a permitted use in R‑1, R‑2 and R‑3 zones; and editing code language for consistency with HB 4064 (2022). PAPA 24-02 would adopt the Westfir Housing Needs Analysis and amend the Comprehensive Plan to incorporate it as part of Goal 10 — Housing.
There was no public comment at the hearing. The Commission vote was recorded as AYES: Williams, Packard, Bishop, Huey; NAYS: 0; ABSTENTIONS: 0. The Planning Commission’s recommendation advances both items to the City Council for final consideration.
