Veneta updates pool manual; OHA rule would require adults for children under 14

Public Works Director Kyle Schauer presented Resolution No. 1481 to update the Veneta Community Pool Employee Manual with a suite of changes: new Oregon Health Authority supervision requirements, surveillance and distraction-prevention protocols for lifeguards, clarified timekeeping expectations, and personal-device policies.
Schauer highlighted what he called the most consequential update: an OHA rule "requiring children under 14 years of age to be accompanied by an individual 18 years of age or older." He warned that enforcement would be challenging for pools statewide and said OHA may be reconsidering the age threshold toward 11. The pool was scheduled to open the following Saturday and registration for lessons and pass sales was underway.
Council adopted Resolution No. 1481 by unanimous vote (4-0). Schauer said he may return with a subsequent amendment if the state finalizes a different age threshold.
