Council adopts updates to employee handbook to reflect state law and staff requests

Human Resources Coordinator Jennifer Mirabile presented Resolution No. 1480 proposing multiple updates to the Veneta Employee Handbook for FY 2026-27. She said the changes respond to federal and state statutory updates and to several staff-requested items approved by the City Administrator.
Key statutory changes include revisions to the definition of family and permitted leave uses, language incorporating Paid Leave Oregon, and language acknowledging new pay-transparency obligations. Staff-requested changes covered several additional housekeeping and policy items summarized in the agenda packet. Council President Pat Coy moved adoption of Resolution No. 1480; the motion passed unanimously (4-0).
The updated handbook replaces Resolution No. 1445 and will be posted and implemented consistent with standard personnel procedures.
