A school principal who spoke in support said the facility provides a family‑oriented activity for the community: "It's a great friendly family environment," the principal said. Applicant Fred Morrow said the course has served school and senior groups and emphasized the family‑friendly intent: "We're Cumberland residents for life, so we want to continue that and, like to have a mini golf course," he said.
After closing the public portion, the commission discussed the VDOT driveway visibility concern and the recommended speed study; commissioners then recorded affirmative votes and approved the CUP with the staff‑recommended conditions. The commission recorded affirmative responses from the members present during roll call for the vote.
