Commission adopts grant contract amendment policy requiring grantee presence and documentation

Staff introduced a new policy governing grant contract amendments that outlines amendment types (extensions, scope changes, budget/draw revisions) and required documentation and process steps. The policy requires a written request through the Barnes Fund website, grantee attendance at commission and Council Committee meetings when amendments are considered, updated financial documentation such as an annual audit, and proof of registration or exemption with the Tennessee Secretary of State's office.

Commissioners asked what would happen if amendment procedures were not followed. Staff replied that staff could push an amendment to a later meeting if time allowed or that the commission could choose to deny the amendment in the absence of required documentation or grantee presence. A commissioner voiced support for the accountability this policy increases. The commission voted to adopt the amendment policy.
