Town council OKs $129,190 Weston & Sampson contract to update POCD and run community survey

The Town of Farmington council authorized the town manager on July 28 to sign a consulting agreement with Weston & Sampson for $129,190 to update the Plan of Conservation and Development (POCD) and conduct a townwide community survey. Council member S12 moved the authorization; the motion passed with some councilors recorded as opposed during roll call.
Town Planner Shannon Rutherford (S15) told the council the POCD is required by Connecticut General Statutes 8‑23 and must be updated every 10 years; Farmington's last addendum was completed in 2018 and the last comprehensive update was in 2008. Rutherford said the consultant will review demographic trends, prior studies, hold workshops and focus groups, and produce draft POCD sections through 2026–2027 for TPZ and council review. The consultant proposal includes a statistically significant sampling approach and real‑time monitoring so staff can target outreach to underrepresented groups.
