Commission approves Round 16 homeownership awards; FY'27 funds may be added upon budget approval

The presentation explained that projects were first screened for threshold criteria, then ranked by an external evaluation team appointed by the chair.
Staff explained funding availability and ranking outcomes: "that should be 6,600,000 available for homeownership projects with the, FY '26 appropriation plus an additional 3,000,000 we had in fund balance that took it to a total of 22,000,000 for the full pot," staff said. Commissioners discussed whether to approve FY26 only or to approve awards contingent on FY27 budget approval; the commission adopted a motion approving Round 16 homeownership awards and allowing FY27 funding to be applied upon formal FY27 budget approval.
Commissioner Lizzie, who reviewed scoring and criteria, said she supported the rubric: "I feel like we I felt good about the criteria we were using to assess if a project and units were a good use of the funding, and we're leveraging other sources as well." Staff noted that partial funding could be offered if applicants accept it, and policy allows staff to approach the next eligible applicant if a conditional offer is declined.
