Mr. Duncan emphasized that the approval recorded at the BOS was for the subdivision only; the separate land‑development plan and construction approvals will follow the planning‑phase process.
The agency did not take construction‑level action at the Feb. 13 meeting; staff and consultants will proceed through standard land‑development review steps before any building permits are issued.
