The Douglass Township Planning Agency voted Feb. 13, 2025 to recommend preliminary‑plan approval to the Board of Supervisors for the 115 W. Moyer Road development (Terralead, LLC), provided the applicant addresses technical comments cited in Pennoni Engineering's review letter dated Feb. 5, 2025 and pays a required tree‑waiver fee. The motion was made by Ed Reitz and seconded by Kim Stouch.
Developer representative Mr. Zysk told the Agency the project team submitted a waiver letter (amended Feb. 7, 2025) requesting seven waivers for the second submission. Mr. Kerr of Pennoni noted outstanding comments in the Feb. 5 review and said the tree‑waiver fee must be paid before recommendation. Nearby residents who live on the Estate Lot expressed concern that construction could divert water and cause the pond that supplies their home to dry up; Greg Kerr said the developer will submit a report on water flow and any changes that must be addressed. The applicant has a 90‑day extension to resolve conditions and submit revisions (deadline March 22, 2025).
