County attorney proposes tighter driveway and curb-cut permitting; commissioners debate enforcement and appeals

County Attorney Avery Jackson proposed revisions to the county’s driveway curb-cut ordinance to clarify when driveways that tie into county-maintained roads require elevated review. Under the draft, a single driveway serving one residence that ties into a county road would remain an administrative approval by Public Works; however, anything beyond one driveway for a single residence that ties into a county-maintained road would require Board of Commissioners approval and a process similar to conditional-use review.
Commissioners discussed enforcement and appeal mechanics. One commissioner asked whether the Director of Public Works or the chairman should be added to the authority that can issue citations; Jackson said the chief codes officer and his designees currently issue citations but the board could add the chairman. Commissioners also sought clearer timing language for submitting items to be placed on meeting agendas and consistency in public-hearing rebuttal times; Jackson agreed to consider adding 15-, 30- or 45-day submission windows and to align rebuttal times with zoning practice.
