Westfir Council approves water management plan, cites ARPA funding for meters

The Westfir City Council approved a draft Water Management and Conservation Plan (WMCP) prepared by GSI Water Solutions at its Aug. 5 meeting, with the mayor saying the plan is funded by American Rescue Plan Act (ARPA) dollars. Mayor D’Lynn Williams made the motion to approve the plan with amendments; Councilor Kelly Packard seconded and the motion carried, 5–0.
City Operator Bobby Archer told the council he had estimated unmetered water use for flushing the system and cleaning UV lights at the wastewater plant and will obtain more precise readings to check his estimates. Councilors asked about a timeline for replacing residential and facility meters; Bobby said he has been replacing meters as they fail and will develop a systematic replacement timeline to report back to the council.
Nicole Tritten, the city recorder, said GSI must send the draft to Lane County for a 30-day review and then to the Oregon Water Resources Department by the Sept. 8 deadline. The council’s approval allows staff to proceed with those administrative steps and to pursue meter installations at public facilities in line with the WMCP.
