The Montgomery Planning Commission on Oct. 14 continued review of proposed zoning amendments that would change how small multifamily buildings are regulated, focusing on whether 3–4 unit buildings should be allowed by right instead of by conditional use. Development Review Board members present urged caution, saying the zoning administrator may not receive sufficient information or time to review permitted applications and expressing concerns about setbacks and parking.
Emily KloƯt of the Northwest Regional Planning Committee summarized DRB feedback and technical options for the commission. DRB members preferred to “keep 4 remain as max” as a permitted threshold, and suggested additional requirements for larger projects, including more green space, larger lot sizes, screening, guest parking and screened garbage disposal. The group noted that the DRB has not reviewed many multiunit dwellings in the past decade, and members recommended measures to ensure administrative review is workable and protective of neighborhood character.
