The Transportation Commission unanimously approved Metro Transit’s proposed service standards and design guidelines, a package staff described as formalizing how service changes will be analyzed, reviewed and presented to the commission.
Connor, the interim planning manager, said the document lays out service‑change classifications, Title VI review thresholds, and required internal metrics such as span of service, vehicle load and on‑time performance. "This document also contains our service standards, which are required, again by the FTA for Title 6," Connor said during the presentation.
Commissioners pressed staff on data transparency and metrics reporting; staff said Metro already reports many metrics to the Federal Transit Administration’s National Transit Database and committed to packaging information in a more user‑friendly format for commissioners and the public. Harold moved to approve the standards and Robbie seconded; the motion carried by unanimous consent.
Why it matters: The standards create consistent criteria for evaluating future service changes and will be used in Title VI equity analyses required for major changes. Approving the guidelines clears the way for staff to integrate those standards into the RFP evaluation and monthly performance reporting.
