Summary

The committee debated whether the question of returning the library to department status should be handled at the Administration & Public Works level or at full Council. One member argued the topic should be discussed at Council and suggested giving the newly constituted library board time to organize: "I think it would be appropriate to allow the newly constituted library board some time to get themselves situated" (SEG 153). Another member referenced the expiration of a 90-day IGA discussion and earlier discussion in January.
The committee agreed to refer the matter to the full Council with a target of consideration before the end of the year; the motion was seconded and approved by voice vote. Members indicated they preferred additional deliberation at Council rather than immediate APW handling.
