Consultants outline zoning rewrite plan for Evanston, council packet set for July 9

Code Studio principal Colin Scaff told city staff that the consultant team will answer nine written questions and provide a sequence of deliverables designed to translate the comprehensive plan into implementable zoning. He said the team will test proposed districts, deliver multiple draft modules, and work with a city working group before drafting consolidated code for public review and eventual City Council consideration.
"So one of the first things that we're gonna do is analyze some of the existing plans and documents that you have out there," Scaff said, describing six reports the team will produce to inform new zoning. He added the team plans an iterative workflow: module drafts to the working group, public review, revision, land use commission review and then council consideration.
The staff host noted that the teams presentation is being evaluated under the Illinois Freedom of Information Act and that staff expects to submit a recommendation to City Council for the July 13 meeting, with the meeting packet to be released on July 9. The consultants offered to follow up in writing on unanswered questions about responsibilities and costs.
