Earlier in the meeting Pettit also presented a second‑reading ordinance to establish encroachment permit fees for work in town rights‑of‑way, citing a marked increase in encroachments over the prior year and the need for dedicated resources for enforcement and processing; that ordinance passed by voice vote with no changes from first reading.
