After narrow debate, council introduces regulation for sweepstakes kiosks and rejects a full ban

Council debated two competing proposals on electronic product-promotion sweepstakes kiosks: HS2, which would have prohibited the devices, and HS1, which would have created a regulatory licensing framework. After public testimony from convenience-store owners and others, HS2 (ban) failed in a recorded vote. The council then voted 9–0 to introduce HS1 for regulatory action and asked staff to compile counts of existing kiosks and consider options for grandfathering.

Staff told council there are roughly 18 kiosks across three to four establishments identified in their initial tally; the draft regulatory ordinance would cap kiosks at 20 citywide and limit kiosks to two per premise, meaning some existing locations would need to reduce counts to comply. Several council members said they preferred to pursue a regulatory approach rather than a straight prohibition in order to avoid an abrupt economic impact on small-business owners who have relied on kiosk revenue. Council directed staff to work on implementation details, including grandfathering rules and enforcement procedures, and to coordinate further conversations with affected business owners before final action.
