Alicia Campbell, president of Atrium Health Pineville, told the council that bringing care closer to residents is a priority: "Access to high quality health care close to home is deeply important for patients, families, and growing communities." Penelope, a town planning staffer, noted the planning commission recommended approval (6–0). Council approved first readings on the annexation and the development‑agreement amendment; staff and the applicant said an updated traffic impact study will be completed as part of subsequent permitting and that the amendment includes commitments to Carolina Thread Trail connections and updated development schedules.
