"That restriction in the ordinance is there, as a result of the negotiations," applicant counsel said. Several council members argued for an hour cutoff for safety reasons and moved to reconsider and amend the license timing; council staff and the applicants advised the council that the 30‑minute standard reflected previously negotiated MOU commitments but that the council could amend the ordinance later if it wished. The grouped licenses (items a4–a7) were ultimately approved in a recorded vote.
