Board grants preliminary approval for 115 W. Moyer Road subdivision, contingent on engineering comments

The Douglass Township Board of Supervisors voted Feb. 18 to grant preliminary subdivision approval for 115 W. Moyer Road, a proposal presented by Terralead LLC. The approval was made contingent on the applicant addressing all items in Pennoni’s revised review letter dated Feb. 7, 2025 and authorizing the solicitor to prepare resolution documents for the March 3 meeting.
Engineer Allison Lee told the board that seven waivers were requested and that Pennoni recommended supporting the waivers; the review also identifies a tree waiver fee that must be paid. Representatives for the applicant — identified in the meeting as Mr. Zysk and Ms. Rice — said the on-site pond is fed off-site from Cross Road and will be monitored after construction, responding to neighbor concerns that the pond could dry up.
"A motion was made by Mr. Stouch, seconded by Ms. Carpenter for Preliminary Plan approval contingent upon the applicant satisfying all of the comments in the Pennoni revised review letter dated February 7th, 2025 for 115 W. Moyer Road and to authorize the Solicitor to prepare Preliminary Plan Resolution documents for the next Board of Supervisors Meeting on March 3rd, 2025." The motion passed with Bergstresser, Stouch and Carpenter voting Aye.
The preliminary approval does not authorize construction; final approvals and any required permit conditions must be satisfied before building or land disturbance begins.
