Bethany Selmar, director of Knox County Transit, said the contract allows the county to receive federal reimbursements and requires compliance with reporting and accounting rules. "We can receive this money and that we're compliant," she told the board. Selmar explained the funding split: the capital portion carries an 80% federal reimbursement rate (20% local match) while operations are typically funded at a 50/50 federal/local match; she said the package could allow access to an additional roughly $100,000 in federal operations funds if the local match is provided.
Commissioners moved to approve the package and said the resolution requires the signatures of the three commissioners; the motion passed with members saying 'aye.' The board instructed staff to sign the contract and process reimbursements on a periodic basis, and commissioners asked Selmar to provide any required schedules or further documentation for drawing federal funds.
The approval will allow Transit to pursue planned operations and capital work under the ODOT contract once the county meets match requirements and completes compliance steps.
