Council approves zoning change at 275 North Seminary to allow neighborhood business use

The council approved ordinance 24-10-15 on final reading to rezone 275 North Seminary Street from R-3A (multifamily residential) to B-1 (neighborhood business). The applicant purchased the property in April 2023 and proposes a refillery/mineral water store and general store use.
Staff said the property had historically been used commercially; because the previous use had become a nonconforming use after more than 180 days, future uses must match the zoning or seek an amendment. Planning and Zoning recommended approval and staff recommended final reading. Council voted 7-0 to adopt the zoning amendment.
The rezoning will allow the proposed water refillery/general store to operate in a neighborhood business zone; staff said any future uses will have to comply with B-1 standards.
