City staff told the council that three bids for the Simmons Street and Parking Lot H streetscape project exceeded the project estimate and recommended rejecting all bids and rebidding with a reduced scope.
"Staff is recommending rejecting all the bids, modifying the project to reduce the cost and rebidding," the city manager's office said, listing proposed changes including removal of the overhead parking canopy and adjustments to electrical and striping plans. Staff said they intended to reissue the revised bid the next day and return an item to council on Sept. 3.
Council voted 7-0 to reject the bids (agenda item 243031) and to authorize staff to modify and rebid the project, including offering alternates so the city can select which items to include. The project is funded in part by a $2,100,000 Downtown and Main Street grant through the Department of Commerce and Economic Opportunity; staff said the changes aim to bring bids closer to the grant-funded budget.
Councilors asked about timeline and local contractor participation; staff said the rebid would move quickly with the hope of starting construction in fall or next spring, depending on final bids and funding alignment.
