Public works staff (S3) told the commission that bids for the Dutch John Airport pavement preservation came in higher than the county budget and that several bidders did not properly acknowledge an addendum. "We're over budget, And so the county has the option of going ahead and coming up with another like $80,000 and we're ahead and awarded it," S3 said, and outlined options including awarding with additional local funding, cancelling and re-bidding, or performing crack sealing as a lower-cost interim measure.
Staff reported the low compliant bid for asphalt preservation was substantially above the county's budgeted amount (staff cited budget figures in the $165,000–$200,000 range while compliant bids were around $243,000). Commissioners discussed the irregularities — some bidders used incorrect forms or failed to acknowledge addenda — and whether a telephone confirmation or other remedy could cure administrative omissions. Staff recommended waiting for the state aeronautics contact to return and placed the bid-award decision on next week's agenda to allow time for clarification and potential CIB (Capital Improvement Board) consideration for a larger pavement rehab.
