A staff member told the mayor and council that the city’s general fund outlook for fiscal year end 2025 is broadly stable but “tight,” and that revenue timing and one-time proceeds are the primary sources of uncertainty.
The staff member said revenues were “roughly about 5.3% unfavorable,” attributing the primary driver to loans and proceeds and noting uncertainty about final collection amounts. “We do have a tight budget, however,” the staff member said. The presenter added that operational changes and revenue-assurance efforts have helped, but some outcomes remain close to call.
The staff member highlighted several favorable lines—most notably sewer billing—and said operations are showing positive variance in the tens of thousands. They cautioned the council that collection rates from the county and timing of proceeds could swing results, making the final position difficult to predict until closer to year-end.
The council was also told that an item listed as a transfer from an ARPA fund is not available and any remaining shortfall would have to be covered by the general fund unless revenue improves. The staff member closed by recommending continuing the city’s practice of earlier budget workshops on council nights, unless council objects.
