Staff told the commission that an ordinance to change permitted uses requires two council hearings and that the planning commission should first decide whether it wants staff to draft the language and proceed with a map amendment. "We can have a hearing on both questions at the same time," staff said, explaining notice requirements for map changes (mailing to properties within 350 feet).
Commissioners agreed to ask staff to prepare draft language to add schools and daycare facilities to HMU (or to draft narrowly tailored accessory-use language in R-1 if the commission prefers), and to prepare a zoning map amendment that may include neighboring properties. Staff will reach out to nearby owners including the Growths and Arrow Electric to invite participation in a map amendment and will present the draft language and map at the commission's next meeting for a public hearing.
