The Board of County Commissioners of Atchison County, Kansas adopted a local disaster recovery plan and authorized the chair to sign a concurrence document that begins the state's formal review of the county's Local Emergency Operations Plan.
"The concurrence document is required by the Kansas Division of the Emergency Management to initiate the formal review process for approval of the local emergency operations plan, the LEOP," the chair said during the presentation introducing James Stewart, lieutenant in the Atchison County Sheriff's Office and the county's emergency management director. Stewart explained the disaster recovery plan is the post-disaster companion to the LEOP and will be attached to the county's emergency operations plan.
Commissioners discussed the plan's role in coordinating local post‑disaster activities, annual updates through the Local Emergency Planning Committee (LEPC), and the state's five‑year review cycle. Chair moved that the board allow the chair to sign the concurrence document so the county can submit the LEOP to the state for formal review; the motion passed 3–0.
The action clears a procedural step: once the county finalizes the LEOP and the state formally reviews it, the board will consider adopting the finalized emergency operations plan. No contingency funding or program changes were enacted at the July 28 meeting.
