Wayland BoPW approves water-abatement for Jeffrey Road resident after long-duration leak

The Wayland Board of Public Works voted unanimously May 19 to abate water charges for the resident at 21 Jeffrey Road after a prolonged leak was documented following hydrant flushing in November 2025.
Resident Mats Borgestedt joined the remote meeting and described multiple investigations by the Wayland Water Department, a plumber, a heating company and a leak-detection firm that found two copper lines leaking into the slab. DPW Director Tom Holder explained the Board’s usual three-average calculation for abatements and indicated "the potential abatement is approximately $14,900." The Board approved a motion to abate using the average of the past six prior periods and to waive interest and fees; the motion passed by roll call, 5-0-0.
The resident said attempts to obtain homeowner’s insurance coverage were denied because no interior damage was found; Board members discussed whether MWRA supply contributions could have affected billing but agreed determining that for the long-duration leak would be difficult. The action relieves the resident of the excess billed usage based on the agreed calculation method.
