Rangeley’s Comprehensive Plan Implementation Committee reviewed a state grant application on July 27 to update local zoning (Chapter 38) to reflect recently enacted state housing laws. Donna, the consultant the town hired to prepare the application, told the committee the town applied to the state Housing Opportunity Program for a $10,000 grant and that the application "got submitted on Tuesday, and by Thursday, I think we had, an answer, which, is unprecedented." Donna said no local match is required and the grant closes on July 31.
Committee members clarified the administrative path for the work: Donna will draft the ordinance language, which will go to the ordinance committee, planning board, legal review and Selectmen; mandatory pieces of the state law must be incorporated and cannot be voted down at town meeting. The committee discussed using leftover grant funds for housing-related work if the program allows it; one member proposed drafting local ordinance language that references state statutes so parts of the ordinance would automatically conform if the state amends those statutes.
