The manager told the council the meeting packet includes a recommendation from engineering services and accompanying tabulations, and that staff will handle payment on receipt of invoices. "What we're gonna do is when we get an invoice, we'll go ahead and write a check to them because the contract action will be between the city and the contractors," the manager said.
The manager added that this procurement differs from a typical construction contract because only one bidder responded. "There was actually only 1 bidder, which was engineering services," the manager said, and he stated he is comfortable with the firm based on past work. Council members asked whether contractors had been kept informed; one committee member said they have been sending information to the bidder and that the bidder appears aware of the status.
