Council postpones highway‑fund appropriation transfer until after July 1

During the June 24 special meeting staff said Resolution 584, an item proposing a transfer of appropriation authority within the highway fund for FY2025–26, would be withdrawn or deferred because the city does not yet have the necessary appropriated funds to make the change.
A staff member explained that although the city has SRS funds in reserve, the funds are not appropriated for the next fiscal year and the IGA contains a non‑appropriation clause. "But it turns out we can't because we don't have the funds appropriated," the staff member said, and added the actual exchange would occur on or after July 1. The council did not take formal action to adopt Resolution 584 at this meeting.
