Westfir council adopts IGA to swap $68,000 in Secure Rural Schools funds with Lane County

The Westfir City Council on June 24 adopted Resolution 583 authorizing an intergovernmental agreement (IGA) with Lane County to exchange $68,000 of the city's Secure Rural Schools (SRS) funds so Lane County can provide unrestricted general‑fund dollars to Westfir.
Council members approved the resolution after staff explained the exchange will move restricted highway‑fund SRS reserves into the city's general fund to close a noted budget gap. A staff member said the city has a budget deficit for fiscal years 2026 and 2027 of $68,000 and that the exchange was included as a resource in the city's adopted FY26–27 budget. "I was trying to do this transfer before the end of the fiscal year, to accommodate Lane County because that's what was easier for them," the staff member said during discussion.
Staff read the full resolution into the record, which recounts that Lane County provided $35,000 annual SRS payments in prior years and that Westfir holds unexpended SRS funds in its highway fund. The resolution authorizes the city recorder to sign the attached IGA with Lane County to exchange $68,000 in SRS funds.
Councilors briefly discussed attorney review and contract timing. Staff said the city attorney had seen the template but could not complete a full review immediately because the attorney's firm is also working with the county and a conflict waiver from both parties would be needed. Staff also cited an IGA non‑appropriation clause and acknowledged funds are not yet appropriated for the next fiscal year, which affects the timing of actual transfers.
A council member moved to adopt Resolution 583 and was seconded. In roll call, Mayor Watson said "Aye," Councilor Love said "Aye," and Councilor Mora Tate said "Aye." The presiding officer announced, "Motion carries," and the resolution was adopted.
The IGA itself was approved for signature; staff said the physical exchange of funds is expected to occur on or after July 1, once appropriations are in place. No further action was taken at the meeting on implementation details.
