Commissioners approve ClearGov budgeting software contract after staff review; setup fee amended into motion

County Clerk Cindy Lane recommended the county contract with ClearGov to improve budgeting, personnel budgeting and interactive public budget presentations. Lane and staff contacted other jurisdictions that use the product and reported positive feedback on ease of use and customer service. She asked the board to approve the contract to allow expedited onboarding.
"After researching this product... I am requesting the contract before you be approved and allow the chairman to sign," Lane said. Commissioners discussed onboarding timelines, the need for a budget amendment, and setup fees. Commissioner Richards moved and the board amended the motion to include $9,360 in setup fees in addition to the $41,015 contract; the motion passed unanimously. Lane said the county would return with a budget amendment to cover the cost.
The county will use the product for operational budgeting, personnel budgeting, capital projects and a digital budget book for public viewing. Staff emphasized the product augments — but does not replace — existing financial software.
