Matt Kaufman, a partner with a Cheyenne law firm representing 307 Horse Racing, told the board the change is procedural to accommodate a new funding partner and "the operations themselves will stay the same. We're just substituting the LLC for the corporation." Kaufman said the Wyoming Gaming Commission previously approved the plan and the entity is notifying each county where a resolution is on file.
Commissioner Richards moved the amendment with language allowing the chairman to sign; Commissioner Toman seconded and the motion passed unanimously. County staff said the action is consistent with the original resolution’s terms, which require notification and approval for transfers or changes to the operating entity.
