Public works staff explained the project was bid three times before a contractor with sufficient bonding capacity was identified. "We finally got a contractor that could provide all the bonds and have bonding capacity to be able to do this job," the public works representative said. The board approved the award on a unanimous vote after brief discussion about timing.
Grants staff said the project must be completed by September 2026 to meet grant requirements; public works noted contracts typically provide about 160 days for completion after the notice to proceed. Commissioners congratulated staff for securing the grant and moving the project forward.
