Attorney Craley presented a second-draft transient-business permitting ordinance (Ordinance No. 2025) that would exempt nonprofit organizations from paying fees for up to four craft or vendor fairs per calendar year, per location, and would exempt in-home sales parties such as Avon or Tupperware. "Nonprofit organizations will be exempt from paying any fees for up to four (4) craft or vendor fairs per calendar year, per location," the minutes state.
Commissioners and a member of the public described the current code as vague and difficult to enforce given the growth of cottage-industry vendors. The commission voted to recommend the ordinance to council with language limiting the transient permit license to parades and special events and directed staff to produce a cost analysis of borough public-works and administrative time for events that require borough services.
