Council approves seven-year lease for Bomag compactor to change landfill operations

The Alliance City Council on Nov. 4, 2025 approved Resolution No. 25-151 authorizing a seven-year lease with NCL Government Capital for a Bomag BC 473 RB-5 compactor to be used at the Alliance Landfill. Staff said the landfill currently bales material for stacking but that future permitted processes require compaction to place loose refuse; switching to compaction will extend the useful life of the existing MSW cell and delay new cell construction. The lease total is $622,380 with annual payments of $109,989.48 to be paid from GL #06-51-55-59-950.
Staff evaluated multiple machines and financing options and recommended the Sourcewell lease option through NCL Government Capital. Council voted unanimously to approve the seven-year lease. The landfill will proceed with acquisition and schedule installation and operator training under terms of the lease.
