Council approves debt package authorizing bonds and lease financing for airport, landfill and city equipment

Alliance City Council on Nov. 4, 2025 approved a suite of debt-authorizing measures and a formal reimbursement resolution to enable planned FY26 capital projects. The Council approved Ordinance No. 3008 (Airport Revenue Bonds, not to exceed $800,000), Ordinance No. 3009 (Revenue Bonds for solid waste improvements, not to exceed $1,300,000) and Ordinance No. 3010 (lease-purchase authority for equipment, not to exceed $1,600,000). In accompanying action Council adopted Resolution No. 25-150 declaring the City's official intent under the Internal Revenue Code to reimburse prior capital expenditures with proceeds of tax-exempt debt, identifying a maximum reimbursement allocation of $21,365,732 plus issuance costs and reserves.
Northland representative Austin Partridge provided an overview of the bond ordinances and staff described timing and the need for reimbursement authority to allow staff to purchase equipment or begin design work before bond proceeds are available. Each ordinance was adopted after Council suspended the statutory three-reading rule by unanimous vote. The package enables immediate procurement and financing steps for airport improvements, landfill and refuse system work, and various city equipment purchases identified in the FY2026 budget.
