Council amends and adopts bicycle, e-bike and scooter rules to tighten safety and park limits
Summary
On second reading Council adopted Ordinance No. 3007, defining class 1/2/3 e-bikes, restricting class 2 and 3 e-bikes from City parks, banning minibikes and dirt bikes on streets, and adding lighting, brake and safety-flag requirements for several vehicle types.
The Alliance City Council on Nov. 4, 2025 approved Ordinance No. 3007 amending the municipal code for bicycles, electric bicycles, electric scooters, minibikes and golf-cart vehicles. The ordinance defines class 1, 2 and 3 electric bicycles (with motor limits up to 750 watts and speed caps of 20–28 mph depending on class), prohibits class 2 and class 3 electric bicycles in City parks (while permitting class 1 on designated paths), bans minibikes and similar off-road vehicles from public streets and clarifies equipment standards including required lights, reflectors and brakes.
Councilman Turman moved and Councilman Yates seconded amendments to Sec. 26-163(f) (park use) and Sec. 26-189 (golf-cart operation) which were adopted on roll call. The ordinance passed by unanimous vote. The code changes also require a bicycle safety flag on terrain and utility-type vehicles and place time-of-day and speed restrictions on golf-cart operation. City Clerk Bedient read the ordinance into the record during the meeting.
Implementation: the Police Department and Public Works will need to update public signage and enforcement procedures to reflect the new restrictions and equipment requirements.
