Pima County Board removes IDA board members and approves new IDA structure

After a brief executive session for legal advice, the Pima County Board of Supervisors moved to restructure the Pima County Industrial Development Authority (IDA).
Chair Cheryl Allen introduced a series of four motions. The first motion removed the five current IDA board members without cause; the motion passed 5–0. The board then approved a memorandum outlining organizational structure, membership and composition for the IDA while excluding Attachment A from that adoption. Next the board moved to elect Ellen Moulton (term to 09/01/2032), Patrick Kavanaugh (term to 09/01/2030) and Sarah Feld (representing affiliated nonprofits, term to 09/01/2028); those elections were approved. Finally, the board directed that the IDA board return two candidates within 60 days for the supervisors to fill two remaining seats.
"Pima County IDA is so incredibly important," Chair Allen said during remarks, noting the IDA's role in economic-development financing and housing and stressing the need for reporting requirements to ensure transparency. Board members framed the actions as structural reform rather than a rebuke of past service and emphasized alignment with county priorities and stewardship.
The board's motions were recorded on the public docket; staff will handle implementation tasks and return as required for remaining appointments and any procedural follow-up documented in the adopted memorandum.
