City staff updates annexation policy plan; population projections to 2045 included

City Manager Ryan Robinson updated the commission on proposed changes to the annexation policy plan, reporting ongoing coordination with property owners and Iron County over issues such as a maintenance agreement for the Stephenville Ditch and the possible inclusion of the Coal Creek community, which is scheduled to appear on the November ballot. Robinson said the plan now clarifies that inclusion within the annexation-declaration area does not obligate the city to approve any specific annexation petition.
Robinson also reviewed population projections required by state law. Using data from the U.S. Census Bureau, the city's general plan and the Kem C. Gardner Policy Institute, staff developed three 20-year scenarios to 2045: "a conservative estimate of approximately 14,200 residents, a moderate estimate of approximately 18,300, and a historic-trend projection of approximately 18,800," while noting the current population is about 9,000. He showed a working draft annexation-declaration map that is still being refined and described possible intergovernmental language that would require property owners to seek a city response before pursuing county approvals, with a defined city response timeframe to avoid indefinite delays.
