Staff presented a specific-use permit request to allow a 24-hour residential treatment center (RTC) at 1117 Mesa Verde Drive to serve children ages 2–17 with 17 beds. Staff explained that the property is zoned R-1 single-family residential and that an SUP was required because the proposed institutional use is adjacent to residential zoning. Staff concluded the proposed use was not in compliance with the city's 2017 comprehensive plan and recommended disapproval.
"The proposed use is not in compliance with the 2017 comprehensive plan," staff said, warning that the future land-use plan characterizes the site as single-family residential and that the proposed RTC could increase occupancy, staffing, traffic and activity incompatible with the surrounding neighborhood. The commission provided a recommendation to disapprove; the motion carried. Staff noted the commission's report will be forwarded to city council and that council is tentatively scheduled to consider an ordinance on 07/20/2026.
The presentation also explained that Texas Human Resources Code and Texas Health and Human Services administer and license certain residential treatment centers and that community-home rules limit by-right residential facilities to smaller capacities (typically up to six residents) without additional local approval; the proposed 17-bed facility exceeds that configuration and therefore requires the SUP.
