Planning commission disapproves several final plats, approves one preliminary plat

The Planning and Zoning Commission removed two items from the consent agenda for separate consideration, approved the preliminary plat for Parkway Crossing Detention on consent, and disapproved a series of final plats after staff presentations identified form-and-content or traffic-capacity concerns.
Staff recommended disapproval of the 5th Street Plaza final plat because the application did not meet the planning manual's requirements: certificates and notes were incorrect and lot and building lines needed revision. "Staff is recommending disapproval for this plat because as the plat is submitted currently, it does not fulfill all requirements in the planning manual as approved by the city in form and content," staff said. The commission moved to disapprove and the motion carried.
Similarly, staff updated the Murphy Village commercial replat report and recommended disapproval; the commission voted to disapprove. Multiple Sienna-related concept plans and final plats were also recommended for disapproval by staff because of projected major traffic impacts and failure to meet city capacity and circulation standards, and the commission carried the motions to disapprove. Separately, the commission approved a 30-day extension for an applicant requesting more time, and that extension led to the postponement of a related zoning map amendment.
