Council adopts FY26 budget amendments, replenishes reserves after emergency repair

Missouri City Council unanimously approved May 18 proposed FY26 budget amendments that adjust appropriations across funds to reflect operational needs, reimbursements, and technical corrections.
Assistant City Manager Bertha Alexander summarized the adjustments: "After adjustments, the general fund budgeted ending fund balance is approximately 36,500,000." She said special revenue adjustments in the TERS2 fund set an ending fund balance of about 29,300,000 and that capital improvement fund adjustments leave a budgeted ending fund balance of approximately $7,600,000. For utility funds, she listed increased budgets to cover Mustang Bayou wastewater treatment plant expansion and other items, noting a budgeted ending net position of 28,600,000.
Alexander also said the amendments reassign a community engagement coordinator FTE from the City Secretary's office to Neighborhood Services to support HOA engagement and volunteer programs. Council asked about replenishing reserves after an emergency repair and staff confirmed the amendment replenishes operational reserves used for that purpose.
A motion to approve the budget amendment was made and carried unanimously on a roll-call vote.
