Jersey City Development Authority authorizes negotiations with Missouri City on water and wastewater infrastructure

The Jersey City Development Authority on May 18 authorized the city manager to negotiate and execute a development agreement with Missouri City, Texas, to cover project costs for water and wastewater infrastructure related to commercial development. The motion, made by council member Thompson and seconded by mayor Pro Tem Clauser, carried unanimously.

Nicholas Cook, the assistant director of utilities, told the authority the agreement supports projects to keep pace with rapid growth in the Mustang Bayou service area. "This presentation is to support the acceptance of an agreement between the city and Ters 2," Cook said as he described TERS2 board approval and the service-area pressures. He said planned projects would be funded in part by TERS2 and in part by construction funds or water-rate-supported revenue.

Cook outlined why the projects are urgent: the city's supply capacity is projected to be exceeded by expected growth in 2027, and wastewater capacity must be expanded in tandem to avoid creating a new limitation. "You can see that the supply capacity, the red line in this chart, is overcome by the expected growth, which is the blue line, in 2027," he said. Staff identified a new water well and an elevated storage tank as immediate priorities to address supply, pressure and storage needs.

The authority took formal action after the presentation. According to the meeting record, the motion to authorize negotiation and execution of the development agreement was moved by council member Thompson and seconded by mayor Pro Tem Clauser; the mayor called the vote and the motion carried unanimously. The meeting was adjourned at 5:05 p.m.
