Council directs staff to clarify accessible-parking cross-references in code filing

At the July 28 work session the Building Code Council heard staff describe a cross-reference problem in section 11o7.2.2 that could create conflicting accessible-parking requirements in the CR filing. Staff said some subsections in 11o7 point to 04/29 while other language remained in place, producing ambiguity for users and implementers.
"There's some ambiguity saying, like, we had some council opinions come out in the last year that were relevant to these sections," Staff member said, explaining that the proposed approach is to remove 11o7.2.1 and 11o7.2.2 from the state modification and rely on section 04/29 to avoid contradictory guidance. The council agreed to direct staff to draft corrected CR language and to mark the public comments as received for further drafting before the final adoption meeting.
Council members emphasized the change is primarily editorial — intended to make the code clearer to builders and inspectors — and asked staff to ensure the posted draft shows the sections as "not adopted" in the WAC/Codifier so users see the removal.
